Marcus E. Board

Chief Executive Officer

Marcus E. Board established PREMIER in November of 2004 and assumed the role as Chief Executive Officer. Mr. Board has worked tirelessly to create a company in which honesty, loyalty, dedication, and quality service are synonymous. His primary focus is business development and ensuring that PREMIER is the Preferred Trusted Partner.

Background: Mr. Board dedicated 20 years of his life proudly serving his country in the financial arena for the United States Air Force. His tours of duty include Alaska, Nevada, Florida, Virginia, England, and Maryland where he served in various capacities including but not limited to Senior Financial Analyst, Senior Budget Analyst, and Comptroller at the Air Force Cryptologic Office.

Education/Awards: Mr. Board earned a Bachelor’s Degree in Business Management from National Louis University and received numerous medals and citations during his 20 years of service.


Premier_Tiana_Burnett

Tiana Burnett, PMP, MBA

Sr. Director of Operations

At Premier: Tiana Burnett joined PREMIER as the Vice President of Programs in December, 2012. She is responsible for supporting the CEO/COO in planning executing, and managing PREMIER’s program activities, with a particular emphasis on program execution, personnel and revenue performance.

Background: Mrs. Burnett has over 16-plus years in the intel community as a senior program manager and in senior leadership supporting Department of Defense (DOD), Defense Information Operations (DIO) and Information Assurance Directorate (IAD). Mrs. Burnett managed various programs throughout the intel community to include the latest effort worth over $225M contract in numerous locations. In addition, as senior manager, Mrs. Burnett executed activities that delivered top line growth and bottom line performance for a Division of $42M and 115 employees.

Education/Awards: Mrs. Burnett holds a MBA in Management Information Technology Johns Hopkins University, a Master’s Certificate in Program Management from George Washington University and, a BA in Business from College of Notre Dame. Mrs. Burnett is PMP Certified.

Daniel Pearsall

Sr. Director of Government Programs

At Premier: Dan Pearsall joined PREMIER as the Director of Transportation/Commercial Business Market in May, 2015. He is responsible for supporting the CEO and Programs division in planning executing, and managing PREMIER’s Commercial program activities, with a particular emphasis on business development, program execution and revenue performance.

Background: Mr. Pearsall is retired from the U.S.A.F. after a 20-year career in Transportation Logistics Management and Financial and Budget Management. He has over 18 years working in business process management and leading companies and people in various industries. As a business owner from 2001-2008, he facilitated workshops and coached C-suite executives in leadership and development, business ethics, strategic planning and business modeling. Before coming to PREMIER, Mr. Pearsall also worked as a Program Manager at CI International, a federal contractor conducting a Human Capital Assessment Management project throughout the GSA community. Dan also consulted as a Project Manager in Denver CO. and worked with various transportation agencies as a Sr. Project Manager supporting major projects in Denver.

Education/Awards: Mr. Pearsall holds a Masters in Human Relations and Business Management from Oklahoma University, a BS in Workforce Education, Training and Development from Southern Illinois University and is PMP Certified.


Dr. Murali Dronamraju

Director of Business Development

At Premier: Dr. Murali Dronamraju is the Director of Business Development at PREMIER. He is responsible for the corporate-wide growth across Federal Civilian, DoD, DoT, Healthcare, VA, Transportation, Commercial, and Cyber Security verticals.

Background: Dr. Dronamraju has extensive experience in the areas of Business Development lifecycle, Program Management, and Business Operations (P&L), within the Public Sector and commercial markets. He held executive/senior leadership positions at various organizations, leading business units and business development teams. He worked for small, minority owned businesses as well as large corporations, such as, Honeywell, Hewlett Packard and Booz Allen Hamilton. Dr. Dronamraju is also an Adjunct Assistant Professor at the University of Maryland, University College.

Education/ Awards: Dr. Dronamraju earned a Ph.D. in Civil and Environmental Engineering from Tulane University, New Orleans, LA. He also holds a master’s degree in business administration (MBA). He is a PMI certified PMP and also a licensed Professional Engineer (PE). He has several publications to his credit in peer reviewed international journals.

Jovan Chapman, BSN, MBA

Director of Corporate Strategy & Healthcare Programs

At Premier: Jovan Chapman joined PREMIER as the Director of Corporate Strategy & Healthcare Programs in September of 2015. He is responsible for developing and supporting PREMIER’s 2020 strategic plan and growing and managing the healthcare business for Federal and Commercial healthcare markets.

Background: Mr. Chapman has over 20 years’ experience in the Healthcare industry including Nursing, Healthcare Administration and Management, Revenue Cycle Management, Home Health, Operations, Informatics, Population Health, Strategy, M&A, Program Management, and Healthcare IT. Mr. Chapman has lead multiple $50+ million dollar nation-wide programs while managing hundreds of direct reports.

Education/Awards: He received his Bachelor of Science in Nursing (BSN) from University of Maryland School of Nursing and a MBA from the University of Maryland Smith School Business. Mr. Chapman is a member of the American College of Healthcare Executives and plays an active role in HIMSS.

Hank Rawlerson, PMP

Senior Program Manager

At Premier: Hank Rawlerson joined PREMIER as a Program Analyst in April, 2011. Mr. Rawlerson currently serves as the Senior Program Manager and provides oversight for all of PREMIER’s non-intel Programs.

Background: Mr. Rawlerson brings more than ten years of experience managing projects involving business process improvement, organizational design and redesign, data collection and analysis and conducting program assessments. He specializes in customer service, communication, and personnel management.

Education/Awards: Mr. Rawlerson hold a BA in Communication from the University of Maryland and is PMP Certified.
